David Roberts brings over 25 years of governmental affairs experience in the state legislative process and represents clients before the Florida Legislature in a broad scope of policy areas including gaming, lotteries, taxes, appropriations, procurement, and business and professional regulatory issues. David's comprehensive regulatory experience also allows him to assist clients through Florida's complex regulatory and administrative process in the areas of taxes, licensing, and general business issues.

 

David served as the Legislative Director for the Florida Department of Business & Professional Regulation before serving as the Director of the Florida Division of Pari-Mutuel Wagering, which regulates horse and greyhound racing, jai alia, cardrooms, and slot machines gaming at the state’s pari-mutuel facilities.

David played a lead role in creating Florida’s regulatory and licensing structure for slot machine gaming at the pari-mutuel facilities in South Florida in 2006. As the state’s regulator, David was instrumental in developing the statutory, regulatory and administrative framework for the expansion of cardrooms and the operation and regulation of slot machines.
